You hold a two-year BA, BSc or Associate Degree. Can you still study in France? Yes, and often faster than you think. How HEC classes 14 years, how French institutions read them, and the routes that lead to a bachelor’s and then a master’s.
What does “14 years of education” mean in Pakistan?
Twelve years of school plus two years of higher education.
Pakistan counts education in total years: twelve years of schooling up to Intermediate (HSSC), then the years of the degree. For decades a two-year BA or BSc after Intermediate gave 14 years, and a two-year MA or MSc on top gave 16.
That structure has changed. HEC phased out the two-year BA and BSc with the 2019 academic year and the two-year MA and MSc on 30 June 2022. Its Undergraduate Education Policy of 2020 describes the two-year Associate Degree, taught mainly at affiliated colleges, as the programme that replaced the old BA and BSc. The policy sets at least 60 credits for an Associate Degree and at least 120 for a four-year BS.
| Qualification | Total years | How HEC frames it |
|---|---|---|
| Associate Degree, 60 to 66 credit hours, four regular semesters | 14 | Equivalent to the old BA or BSc of 14 years of schooling |
| Old two-year BA or BSc, admitted before the phase-out | 14 | Recognised; HEC attests bachelor’s degrees of 14, 15 and 16 years |
| Two-year BA, BSc, MA or MSc admitted after the deadlines | 14 or 16 | Not recognised or attested by HEC, as its notice of 21 June 2024 repeats |
| Four-year BS (Hons), 124 to 136 credit hours, eight semesters | 16 | Generally equivalent to the old MA or MSc of 16 years in its field |
How does France read a 14-year degree?
France counts years of higher education, not years of schooling.
France counts something different: years and credits of higher education. Campus France Pakistan explains the LMD structure this way: a Licence (bachelor’s) takes three years and 180 ECTS credits, a master’s takes two more years, and each semester carries up to 30 credits. Seen from France, a 14-year degree is two years of higher education, not a completed bachelor’s.
Three points from Campus France Pakistan frame every Pakistani application:
- No automatic equivalence. There is no bilateral agreement between France and Pakistan on the mutual recognition of degrees. Each French institution admits Pakistani graduates on its own requirements and its own assessment of your level.
- Count the years. Campus France Pakistan strongly encourages applicants to have completed the same number of years of education as the European framework requires, and to hold degrees recognised by IBCC (school) and HEC (higher education).
- Match the level. HSSC holders apply to the first year of a Licence; bachelor’s holders apply to Master 1. A two-year degree sits between the two, so the institution decides which year you join.
Campus France Pakistan adds that you may ask the French ENIC-NARIC centre for a certificate describing your foreign degree in the European framework, and that this certificate is not mandatory for its review. In practice, what decides your entry year is the transcript: the subjects, the hours and the grades of your two years.
This is also why a 14-year degree on its own rarely opens a master’s in France. Our guide to masters in France for Pakistani students covers the 16-year side of the question; this page is about the year that is missing.
Which routes are open with 14 years?
Your subjects decide the entry year; your plan decides the country.
Four routes, depending on the subject of your two years and on how fast you want to reach master’s level:
| Route | Who it suits | Years to a bachelor’s | Then |
|---|---|---|---|
| Final year of a bachelor’s in France (top-up, third year) | Two years of higher education in the same field, for example computing | 1 | Master’s in France, two years |
| Year 2 of a bachelor’s in France | One validated year in a related field, or two years the institution maps to one | 2 | Master’s in France |
| Year 1 of a bachelor’s in France | A change of field, or a weak match between your subjects and the programme | 3 | Master’s in France |
| Complete a BS in Pakistan first | Students who prefer to study at home before going abroad | Usually 2 more years | Apply to Master 1 with 16 years |
Studying the missing year in Pakistan
HEC’s Undergraduate Education Policy allows Associate Degree holders to apply to a BS programme. If the university admits you, it may give you advanced standing by transferring some of your credits, and internships completed during the Associate Degree can count. It is a solid route, but it usually means two more years at home before a two-year master’s abroad.
Studying the missing year in France
A final-year entry in France does the same job in one year and gives you a French bachelor’s-level qualification, French work experience if the programme includes a placement, and a smoother move into a master’s in the same country. For a two-year diploma in computing, this is usually the shortest path to master’s level.
What a bachelor’s-level year changes after graduation
The top-up is the bridge; the master’s is the destination.
Plan the whole path, not just the entry. Service-Public lists the diplomas that open the one-year job-search or business-creation residence permit for non-European graduates: a licence professionnelle, a Mastère Spécialisé, a Master of Science labelled by the Conférence des grandes écoles, or another diploma at least equivalent to a master’s. That permit lasts one year and cannot be renewed.
In other words, the final year of a bachelor’s is the bridge, and the master’s is usually where a stay in France after graduation becomes simpler. During your studies, Service-Public allows paid work of up to 964 hours a year without a work authorisation.
Documents to prepare in Pakistan
Attested certificates, a clean CV and an English score.
Campus France Pakistan lists the documents for a pre-consular file, the route used when a French institution admits you directly. For a 14-year applicant they include:
- SSC or O-level and HSSC or A-level documents, preferably attested by IBCC.
- Your Associate Degree or BA or BSc and its transcript, preferably attested by HEC.
- A CV, with experience letters for any job you mention.
- A letter explaining any gap of more than six months.
- An IELTS or other English-language certificate.
- The final letter of acceptance, naming the institution, the programme and the intake date.
- A passport valid for at least 18 months after the academic intake.
HEC and IBCC in practice
HEC runs a fully online, paperless attestation system on eservices.hec.gov.pk: you apply, your university verifies the documents and HEC issues an e-Attestation certificate. HEC will not start the process if your name, father’s name or date of birth differ between your CNIC and your certificates. IBCC attests SSC and HSSC certificates issued by recognised boards, once the board has verified them; documents come back the same day at an appointment, within 10 working days by courier, or within an hour with the express service.
Start attestation while you wait for your admission interview, not after. The visa side, from the Campus France interview to the AEG appointment and the embassy in Islamabad, is set out in our France student visa from Pakistan guide.
Where AI2 fits for a 14-year applicant
Two years of computing open the one-year BSc final year, then the MSc.
AI2, the Applied Institute of Artificial Intelligence, offers exactly the bridge described above, in English, on its campus at the Hub Nikola Tesla in Écouen, 22 minutes from Paris Gare du Nord. Its two BSc final years are open to students with two years of higher education in computing: the programme pages name the Pearson HND, BTEC Level 5, BTS or Years 1 and 2 of a BSc. For the Industry 4.0 final year, two years in computing, networks, electronics or industrial engineering also qualify. AI2’s guide for Pakistani students places an Associate Degree or two years of a BS at this final-year entry: admissions reviews your transcript, maps it to the programme and confirms the entry in writing.
| Your two years | AI2 entry | Duration | Tuition 2027 |
|---|---|---|---|
| Associate Degree or two years of a BS in computing, software or IT | BSc final year: AI-Powered Application Development (RNCP37873) | 1 year + placement | €9,900, AI2 scholarship possible |
| Two years in computing, networks, electronics or industrial engineering | BSc final year: Data Analytics & Applied AI, Industry 4.0 (RNCP41370) | 1 year + placement | €9,900, AI2 scholarship possible |
| Two years in a related field that do not meet the final-year prerequisites | Bachelor in Applied AI, Year 2 (requires one validated year in a related field) | 2 years | €9,000 a year |
| Two years in an unrelated field, with mathematics at school | Bachelor in Applied AI, Year 1 | 3 years | €9,000 a year |
What the final year leads to
Each BSc final year combines a taught phase on campus with a mandatory company placement and a final jury. It awards the AI2 diploma and prepares a professional certification recognised by the French State and registered in the RNCP at level 6 (EQF 6). France Compétences lists RNCP37873 as “TP Concepteur développeur d’applications”, active until 18 December 2028, and RNCP41370 as “TP Développeur intégrateur en informatique industrielle”, active until 31 March 2030; AI2 is an approved centre for both. Details are on the AI-Powered Application Development and Data Analytics & Applied AI pages.
Graduates can then apply to the shared MSc Year 1, with progression towards Data Science, Cybersecurity or IoT depending on the final year and subject to admissions review. The MSc final year prepares a level 7 certification, master’s level, and AI2 points out that the MSc is what opens the 12-month job-search permit. From a 14-year degree, that is three years to master’s level: one year of top-up, then the two-year MSc. The complete map of entry points is in AI2’s BSc and MSc entry routes.
Admission in practice
Selection is a review of your academic file and an online interview, with no GRE or GMAT. English at B2 level is required: IELTS 6.0, TOEFL iBT 72 or equivalent, and a medium-of-instruction certificate may support a waiver, which admissions confirms case by case. French is not required for admission; the AI-Powered Application Development final year includes 42 hours of French for company life. Work-study may be possible in the final year, subject to a contract with an employer. Students without the computing background can start earlier, through the Bachelor in Applied AI: Year 2 requires one validated year of higher education in a related field, Year 1 a school-leaving certificate with mathematics. If you studied for an HND rather than a Pakistani degree, see our top-up after an HND guide.

Frequently asked questions
Can I study in France after 14 years of education?
Yes. A 14-year degree counts as two years of higher education, so French institutions usually admit you to a bachelor’s programme, often in the final year if your subjects match. You then continue to a master’s.
Is a 14-year BA or BSc enough for a master’s in France?
Usually not on its own. Campus France Pakistan tells bachelor’s holders to apply to Master 1 and encourages applicants to match the years of the European framework, where a Licence takes three years. Complete a third year first.
Is an Associate Degree equal to a bachelor’s degree?
HEC treats a two-year Associate Degree of 60 to 66 credit hours as equivalent to the old BA or BSc of 14 years. In France it counts as two years of higher education, one short of a three-year Licence.
Can I do a top-up degree in France with an Associate Degree in computer science?
At AI2, yes: the BSc final year is open to students with two years of higher education in computing. Admissions maps your transcript and confirms the entry in writing. Tuition is €9,900, with AI2 scholarships possible.
Do I need HEC attestation for my two-year degree?
Campus France Pakistan asks for higher education documents preferably attested by HEC. HEC attests bachelor’s degrees of 14, 15 and 16 years online, provided your degree is recognised and your CNIC details match your certificates.
How long does it take to reach a master’s from 14 years?
With a one-year final year in France and a two-year master’s, three years. At AI2 that means the BSc final year, then MSc Year 1 and Year 2.
