Leaving Doha to study in France? The order of your steps matters, because Qatar’s ministry asks for approval before you enrol. This guide covers that approval, Campus France at the Institut Français, what is taught in English, and a first-year budget in riyals.
Which offices handle your plan in Doha?
Five doors, each with its own job.
A Qatar-based applicant deals with Qatari and French bodies at the same time. The ministry decides how your future degree is treated at home; Campus France, supervised by the embassy’s cooperation service, advises on programmes and procedures; the consular section oversees visas.
| Office | What it does for you | How to reach it |
|---|---|---|
| Ministry of Education and Higher Education (MoEHE) | Pre-approval for study abroad, degree equivalency, government scholarships | +974 4404 4444 or 155; info@edu.gov.qa; eduservices.edu.gov.qa |
| Campus France Qatar | Individual advice for Qatari and international students on choosing a programme and building a project in France | Inside the Institut Français du Qatar, Villa 7, Street 860, Zone 68, Al Tarfa; +974 3168 0131; campus@if-qatar.com |
| Embassy cooperation service (SCAC) | University and scientific partnerships; supervises Campus France Qatar | +974 4402 1780, Sunday to Thursday, 8.30 am to 3.30 pm, by appointment only |
| Institut Français du Qatar | French courses and official exams (DELF, DALF, TCF, TEF) | info@if-qatar.com; +974 4493 0862 |
| Consular section, West Bay | Manages entry visas for people going to France to study | File on France-Visas, then at the visa centre |
Campus France Qatar’s page gives opening hours of 8.30 am to 4.30 pm on Sunday, Monday, Wednesday and Thursday, mornings only on Tuesday, closed on Friday and Saturday. It carries no update date, so phone before you visit.
Why the ministry comes before the application
If you will need a Qatari equivalency later, this step comes before all the others.
Qatar regulates study abroad, and the rule is on the ministry’s own website. Students planning to study abroad at their own expense or their employer’s expense must obtain pre-approval from the Department of University Certificates Equivalency. The ministry checks your discipline, learning track and institution against its policy, using a list of approved universities that it updates periodically. It describes pre-approval as a fundamental requirement for self-financed and employer-financed students, and as a key requirement for equivalency after graduation.
So settle one question first: will you need the ministry to recognise this degree? If you aim for a public-sector post, a sponsored place or anything else that asks for an equivalency, treat pre-approval as step one. If you are sure you never will, ask the department whether the rule still applies to you.
| Ministry condition | What it means when you plan France |
|---|---|
| No change of country, university, discipline or stage without approval | Fix your programme first. Any later switch goes back to the department. |
| Attendance and exams at the main campus named in the decision | Give the exact campus address and describe any online or company-based hours. |
| The duration set for each degree level must be observed | Ask about duration before picking a shortened or accelerated format. |
| Prior credits must be declared when applying | Tell the department about any earlier study you hope to count. |
| Face-to-face study must begin within six months of issue | Time your request against the French visa calendar: a late visa can cost you the approval. |
| Only one pre-approval per degree | Holding two for the same degree cancels both, so declare any earlier approval. |
How equivalency works after graduation
Graduates apply through the ministry’s online equivalency and attestation service. The ministry issues equivalency in line with its regulations and keeps the right to refuse degrees that do not comply. Its page also sets a boundary: no equivalency for security or military qualifications, training courses of any duration, or vocational certificates, except professional or executive master’s degrees and the professional doctorate (DBA), under Cabinet Resolution No. 3 of 2017 as amended.
That makes the exact nature of a French qualification worth checking in advance. France has national degrees, degrees certified by the education ministry and professional titles registered in the RNCP, and Campus France says the State guarantees the value of all three. How each is classed in Doha is for the ministry alone to say. Send the department the diploma name, the awarding body and any RNCP number, and ask for its reply in writing before you pay a deposit.
What can you study in English, and from which starting point?
Your qualification decides the door you use. So does your school system.
Campus France Qatar puts the English-taught offer at more than 1,700 programmes, open to students who speak no French, within a network of over 3,500 public and private institutions. Its catalogues cover every level, so check availability at yours early.
| Where you are now | Route described by Campus France | Calendar for 2027/28 |
|---|---|---|
| French or European baccalauréat in Doha | Parcoursup, plus the Études en France steps | Platform opens December 2026; registration January to March 2027; choices April 2027 |
| Other school-leaving certificate, first year at a public university | Preliminary admission request (DAP), filed on Études en France | Opened 1 October 2026; universities answer before 30 April 2027; confirm the closing date with Campus France |
| Joining the second or third bachelor’s year, or a master’s | Études en France until the visa | Set by each institution’s own intakes |
The French curriculum has a real presence in Doha: the embassy cites lycée Bonaparte and the franco-Qatari lycée Voltaire, whose students belong in the first row. The second row concerns first-year places at public universities; if you want English from day one, confirm the teaching language of each programme before you file a DAP.
English proof and French lessons
Each institution states what English evidence it accepts, so read its page before you book a test. If you studied in English, ask your school or university for a medium-of-instruction letter, since some institutions take one into account. Our guides on studying in France without IELTS and whether you need French go through the options.
French is still useful for daily life. The embassy reports it being introduced in about a dozen Qatari public schools, so some applicants arrive with a base, and the Institut Français du Qatar runs courses from beginner to advanced, including intensive formats.
Qatari citizen or expatriate resident?
French sources frame the procedure two ways. Campus France speaks of students residing in a listed country, while Service-Public sorts its table by nationality. Qatar appears on both, so a Qatari living in Doha clearly follows Études en France. If you hold another passport and live in Qatar, ask Campus France Qatar which office should handle your file; the embassy says the Doha bureau serves Qatari and international students.
The order that avoids rework
Seven steps, with the ministry first.
- 1Decide whether you need Qatari equivalencyIf you do, contact the department before anything else.
- 2Shortlist with Campus France QatarThe office helps with both orientation and procedure.
- 3Apply and get a written offerPrepare certificates, transcripts, certified translations where needed and your English evidence. Each institution runs its own admissions.
- 4Request pre-approval at the right momentThe six-month clock starts on issue, so place the request where it fits your intake and your visa.
- 5Complete Études en FranceCreate your online file and talk to the local office through the platform. Campus France says a fee applies; ask the Doha office for the amount.
- 6Apply for the long-stay visaFile on France-Visas, then at the visa centre, up to six months before departure.
- 7Validate the visa in FranceWithin three months of arrival, online, with a €100 tax.
The visa stage is covered in our guide to the France student visa from Qatar. Our overview of studying in France from the Gulf compares the country routes.
What does a first year cost in riyals?
Euro invoices paid from a dollar-pegged currency, so keep a margin.
Amounts below use QAR 4.0775 per euro, the rate shown on the Qatar Central Bank website on 30 October 2026, rounded to the nearest QAR 10. The riyal is pegged to the US dollar: QCB lists the dollar at a fixed QAR 3.64. It is not pegged to the euro, so your costs in riyals move with the euro against the dollar. A 5% shift on the twelve-month visa floor alone is about QAR 2,150.
| Item | Euros | Riyals | Source |
|---|---|---|---|
| Visa resources floor, per month | €877.50 | QAR 3,580 | Service-Public F2231 |
| Visa resources floor, 12 months | €10,530 | QAR 42,940 | Calculated from F2231 |
| Public bachelor’s tuition, non-EU rate, 2026/27 | €2,902 a year | QAR 11,830 | Campus France |
| Public master’s tuition, non-EU rate, 2026/27 | €3,950 a year | QAR 16,110 | Campus France |
| Private institutions, most cases | €6,000 to €18,000 or more a year | QAR 24,460 to QAR 73,400 | Campus France |
| Student and campus life contribution (CVEC), 2026/27 | €105 | QAR 430 | Campus France |
| Tax when validating the visa in France | €100 | QAR 410 | Service-Public F2231 |
| ENIC-NARIC attestation, only if an institution asks | €120 | QAR 490 | Campus France |
Adding it up, one year at a public university at the visa floor comes to about €13,637 (QAR 55,600) for a bachelor’s and €14,685 (QAR 59,880) for a master’s, before flights, deposits and settling-in costs. That floor is a legal minimum, not an estimate of real living costs.
Paying for it: state, employer or family
The ministry’s Government Scholarship Platform (scholarship.edu.gov.qa) publishes each year’s plan: conditions, approved universities, tracks, listed majors and financial rules. Applications go through its “Scholarship Services” area. Employer-funded students fall under the pre-approval rules above, so involve your HR department early.
Two details are easy to miss. Campus France states that foreign government scholarship holders are not exempt from the CVEC. And when renewing a residence permit in France, home-country scholarship holders must show an attestation from the paying body giving the amount and duration (Service-Public). On the French side, the Campus Bourses tool lists awards by nationality, field and level.
Where AI2 fits if you want computing, data or AI in English
One pathway from Bachelor Year 1 to the MSc, all taught in English.
AI2, the Applied Institute of Artificial Intelligence, teaches on its Écouen campus, 22 minutes from Paris Gare du Nord. Programmes are 100% in English, with optional French classes. Admission rests on a file review and an online interview, with no GRE or GMAT. English is expected at B2 (IELTS 6.0, TOEFL iBT 72 or equivalent), and a medium-of-instruction certificate may support a waiver.
| You hold | Entry at AI2 | Length | Tuition | From, after scholarship |
|---|---|---|---|---|
| Secondary-school certificate with mathematics | Bachelor in Applied AI, Year 1 | 3 years | €9,000 a year (QAR 36,700), final year €9,900 | Scholarship possible |
| Two years of higher education | BSc final year | 1 year + placement | €9,900 (QAR 40,370) | Scholarship possible |
| Three-year bachelor’s | MSc Year 1 | 2 years | €12,500 (QAR 50,970), Year 2 €13,000 | €10,500 (QAR 42,810) |
| Related four- or five-year degree | Direct entry into MSc Year 2 | 18 months | €13,000 (QAR 53,010) | €11,300 (QAR 46,080); IoT €11,800 (QAR 48,110) |
| Engineering degree or master’s | Fast-Track, Data Science only | 11 months, February 2027 | €12,500 (QAR 50,970) | €11,000 (QAR 44,850) before 15 November 2026 |
The two-year MSc totals 1,000 hours plus a six-month internship. The 18-month direct entry fits 1,000 hours into twelve months (500 hours of Year 2 on campus, 280 hours of online platform modules and a 220-hour company project), then the internship; in IoT the phase is 920 hours. Candidates are assessed for the AI2 scholarship automatically; awards apply to the first year and cannot be combined with other discounts. AI2 estimates living costs at about €900 to €1,700 a month in the Paris region, or QAR 3,670 to QAR 6,930, rent included. See the tuition fees page, the MSc Applied AI and Data Science and the Bachelor in Applied AI.
What you graduate with
Each MSc awards the AI2 diploma and prepares a professional certification recognised by the French State, registered in the RNCP at level 7 (EQF 7, master’s level) and certified by DATAKOO, AI2’s parent company. Data Science and Cybersecurity prepare RNCP39978, Information Systems Architect for Industrial Processes (official French title: Architecte des systèmes d’information dans les processus industriels). IoT prepares RNCP40554, Internet of Things (IoT) Architect. The Bachelor’s final year prepares a French level 6 title (RNCP37873 or RNCP41370). Our RNCP level 7 guide explains the system.
Intakes are February, May and September 2027. For February, the priority deadline and complete visa file fall on 30 November 2026, with enrolment and deposit by 15 December 2026. AI2’s visa guidance recommends starting six to eight months before an intake, so anyone beginning today with a ministry step ahead may find May or September more comfortable; admissions sends those dates on request.

Yes. Campus France Qatar counts more than 1,700 programmes taught in English, open to students who speak no French. Check the teaching language of each programme, and the English evidence it accepts, before you apply.
Is there a Campus France office in Qatar?
Yes. Campus France Qatar sits inside the Institut Français du Qatar, Villa 7, Street 860, Zone 68, in Al Tarfa. It can be reached on +974 3168 0131 or at campus@if-qatar.com, and advises Qatari and international students.
Do I need ministry pre-approval to study in France?
Qatar’s Ministry of Education and Higher Education requires pre-approval for students studying abroad at their own or their employer’s expense, and treats it as a key requirement for equivalency after graduation. Ask the department before you enrol.
Will Qatar recognise my French degree?
That is the ministry’s decision, taken under its regulations through the online equivalency service. It excludes training courses and vocational certificates, apart from professional or executive master’s degrees and the DBA. Get a written answer for your exact programme before enrolling.
How much does it cost to study in France from Qatar?
At public universities, non-EU tuition is €2,902 a year for a bachelor’s and €3,950 for a master’s. With the €10,530 visa floor and fixed fees, a public master’s year is about QAR 59,880, before flights and settling-in costs.
Can I use a Qatari government scholarship in France?
Only within the plan published each year on the ministry’s Government Scholarship Platform, which lists conditions, approved universities and majors. Check the current list there; a place at a French institution does not by itself qualify for funding.
